Foreseen circumstances...

Today I got second letter from the hospital in regards to "unforeseen circumstances".

Last week, I received a letter from the cardiology department that due to "unforseen circumstances" my hospital appointment had been postponed for a week. This is obviously a FORESEEN circumstance though as they were able to tell me in advance that my appointment had been pushed back a week.

Today, another letter...from the SAME DEPARTMENT! This time to tell me another appointment with the same cardiac consultant had been postponed a further 10 days.

So, both appointments postponed, why couldn't they have done this all in one letter?
